When the Law Looks Away: The Silent Struggle of Stray Dogs

 

Dogs Have No Legal Protection Here.

In China, there’s still no dedicated law to protect animals. You might not believe it, but:

Abandoning a dog is not illegal.

Abusing a dog rarely results in prosecution.

Dogs can be killed or removed without notice if they're seen as a “public nuisance.”

In many places, there’s not even a way to register dogs properly, let alone manage strays.

The absence of clear laws means dogs don’t even have the basic right to be treated with kindness.


Running a Shelter Is Not as Simple as It Looks

Many people think running a shelter just means “taking in some dogs.”

It’s not.

We deal with medical emergencies, rising costs, community complaints, volunteer coordination, and even legal liability if a dog accidentally injures someone. But when we need legal support, we often find ourselves with nowhere to turn.

We don’t have any legal basis to defend ourselves—we can only apologize, move, or compromise.

We’re not a government agency with authority.


The Lack of Laws Hurts the Helpers Too

Did you know some people who wanted to volunteer at our shelter ended up backing out—not because of the workload, but because they feared unclear legal risks?

No protection means no long-term hope.

An industry without legal clarity or support can’t attract professionals. It can’t grow sustainably. It can’t gain public understanding.

And ultimately, that’s a loss for the dogs who need us most.

We know that an Animal Protection Law won’t appear overnight.

But we also believe:

Every time a dog is treated with love,

Every time someone speaks up for them,

Every story we tell—that’s one more step toward change.

What we’re doing isn’t just rescue. It’s a movement.

We’re not just asking for sympathy. We’re asking for dignity—given by law, not just hearts.
